OTFR Sovereign Intelligence Panel

A decentralized, single-column diagnostic chassis for verifying global satellite and kinetic data availability during hybrid disruption events.

🚨 Purpose

In a "Hybrid Attack" scenario, primary Western data architectures (NASA, NOAA, ESA) can become unreachable due to authentication floods or ground-segment protocol disruptions. This tool provides emergency responders with a "Sovereign Second Opinion" by sequentially probing global agency nodes (including ISRO and JAXA) to identify which "Eyes in the Sky" are still broadcasting.

⚖️ The Ardens Doctrine: Trust Topology

This panel does not monitor "uptime." It monitors Epistemic Fracture.

📡 How to Read the Signal:

  1. Symmetric Failure (All Red): Likely physical layer disruption (Subsea cables / Solar Scintillation).
  2. Asymmetric Failure (Regional Red): Likely Geopolitical Gating or Narrative Partitioning.
  3. Sequential Silence: Detecting the "speed of the dark"—tracking which sovereign eyes are blinded first to map the trajectory of a hybrid event.

"When the physical world, emergency response, and the narrative layer no longer agree—reality has fractured."

🦾 Features

  • Zero-Patch Integrity: Uses the "Easy Road" Image-Probe method to bypass browser CORB/CORS security blocks without requiring a local server.
  • Sequential Execution: Fires tests in a timed sequence to prevent network congestion from triggering false "Offline" results.
  • Multi-Sovereign Check: Probes USA, EU, India, Japan, and China status nodes to ensure regional resilience.
  • Kinetic Integration: Heartbeat checks for GDACS and GDELT to provide ground-truth news context when orbital sensors are blinded.

🛠️ Installation & Usage

  1. Download: Clone this repository or download the Sovereign-Intelligence-Test-Panel.html file.
  2. Execute: Open the file in any modern web browser (LibreWolf, Firefox, Chromium).
  3. No Server Needed: Unlike standard API dashboards, this chassis runs directly from your local filesystem (file:///).
  4. Scan: Click "Initiate Global Scan" and watch the sequence.

📊 Interpreting Results

  • [ CYAN ] ONLINE: The agency's heartbeat is reachable from your sector.
  • [ RED ] OFFLINE: The agency is unreachable. This may indicate a local ISP block, a server-side outage, or a targeted protocol attack.
  • [ PULSING ] SCANNING: The probe is currently active for this node.

🤝 Contribution (OTFR Protocol)

We follow the Open Tools for Resilience philosophy: - No Patches: If it doesn't work out of the box, we find a different road. - Information is Armor: We offer this code for free because lives are at risk when data is suppressed.
