⚙️ HAP Lexicon Operational Rules

Purpose: This document translates the conceptual Rhetoric of Empire Lexicon into a functional, automated rulebook for the Hybrid Attack Panel (HAP). It provides the IF/THEN logic, context filters, and risk scoring criteria used by the OSINT team to transform raw data from news feeds (GDELT, etc.) into classified HAP findings.

The goal is discernment: moving beyond surface-level language to classify the underlying systemic reality.


1. HAP Classification System

All findings must be classified under one of the three core HAP Modules, reflecting the primary area of systemic transition.

Module Focus
Module 1 Geopolitical Realignment: Tracking the erosion of the unipolar order and the rise of great power rivalry (soft power, diplomacy, military posture).
Module 2 Economic/Societal Decay: Tracking fiscal stress, institutional fragility, elite competition, and domestic unrest indicators.
Module 3 Conflict and Intervention: Tracking rhetorical framing used to justify military action, proxy wars, or covert operations.

2. Systemic Stress Scoring (1-10)

Findings are assigned a Systemic Stress Score (SSS) to quantify the severity of the underlying event the euphemism is masking.

Score Rating Interpretation
1-3 Low Alert Routine geopolitical rhetoric; low risk of immediate destabilization.
4-6 Medium Alert Structural stress is confirmed; signals long-term policy shifts or mandated economic pain.
7-8 High Alert Direct precursor to conflict escalation, major diplomatic breach, or immediate economic contraction.
9-10 Critical Alert Active, measurable conflict, collapse, or major institutional failure.

3. Operational Logic Template

Every Lexicon entry must follow this five-step IF/THEN Logic for OSINT classification:

IF (Trigger) The specific Lexicon term is detected in a monitored feed.
AND (Context Filter) Filters to ensure the term is used in a specific, high-stakes context (e.g., related to a specific country or economic metric).
THEN (Classification) Assigns the finding to a HAP Module (1, 2, or 3).
THEN (Analysis Tag) Attaches the Lexicon's Reality Interpretation.
ACTION (Monitoring) Sets a follow-up instruction (e.g., increase frequency on a related term).

4. The Lexicon Rulebook (Core Entries)

4.1. Geopolitical Realignment Rules (Module 1)

Euphemism "Strategic Competition"
Trigger Term "Strategic Competition" (or synonym: "Great Power Rivalry") is detected.
Context Filter The article/statement is directly related to Taiwan, South China Sea, semiconductor production, or naval exercises.
Classification Module 1: Geopolitical Realignment.
Analysis Tag Acknowledged State of Proxy Conflict/Economic Warfare.
Risk Score SSS: 7/10 (High Alert)
Action Increase monitoring frequency for associated keywords (e.g., "defense spending," "embargo," "tariff").

Euphemism "Rules-Based International Order" (RBIO)
Trigger Term "Rules-Based International Order" or "Liberal Order" is detected.
Context Filter The speaker is a G7/NATO/EU leader OR the text mentions sanctions, military action, or the sovereignty of an adversary.
Classification Module 1: Geopolitical Realignment.
Analysis Tag Justification for Unilateral Action/US-Centric Hegemony.
Risk Score SSS: 8/10 (High Alert)
Action Scan for the counter-rhetoric in the same timeframe: terms like "International Law," "UN Charter," or "Multipolarity."

4.2. Economic and Societal Decay Rules (Module 2)

Euphemism "The Need for Fiscal Adjustment"
Trigger Phrase "The Need for Fiscal Adjustment," "Fiscal Consolidation," or "Structural Reforms" is detected.
Context Filter The source is IMF, World Bank, or a G20 statement OR the article mentions a Debt-to-GDP ratio above 80% or a required adjustment of 2% of GDP or more.
Classification Module 2: Economic/Societal Decay.
Analysis Tag Mandated Austerity/Erosion of Public Services/Increased Social Instability Risk.
Risk Score SSS: 6/10 (Medium/High Alert)
Action Track the consequences: Scan for mentions of "social unrest," "public wage bill," or "reduction in public capital outlays" in the region/country discussed.

Euphemism "Right-Sizing" / "Streamlining"
Trigger Terms "Right-Sizing," "Streamlining," or "Efficiency Measures" are detected in a business context.
Context Filter The source is a Fortune 500/Tech CEO OR the article discusses AI implementation, automation, or Q4/Q1 earnings.
Classification Module 2: Economic/Societal Decay.
Analysis Tag Mass Layoffs/Erosion of Stable Middle-Class Employment.
Risk Score SSS: 5/10 (Medium Alert)
Action Cross-reference with Labor Department data (if available) for employment contraction in the specific sector.
